An audit was conducted to ensure compliance with Arizona state law, which mandates that government service contractors and subcontractors use the federal E-Verify system to confirm employment eligibility for employees on government contracts. The review focused on fiscal year 2020/21 expenditures.

Auditors examined five city service contractors and nine subcontractors. They selected 77 employees, hired after the state requirement was implemented, for testing. The audit found that most city contractors and subcontractors were using the E-Verify program as required by their contracts with the City of Scottsdale. However, three subcontractors failed to provide E-Verify documentation for five employees.

The audit recommended that the Purchasing department collaborate with relevant city staff to address these noncompliance issues, as failure to comply could lead to contract termination.

The Purchasing Director responded affirmatively, stating he would "coordinate implementation of the recommendation" and continue efforts in "communicating the E-Verify compliance requirements."
