WestWorld, a 386-acre equestrian and special event facility operated by the City on federal land under an agreement with the Bureau of Reclamation, was recently audited. The audit revealed that the current negotiated facility rates do not take into account event labor hours, and the rate and fee information does not accurately assess cost recovery.
The audit recommended several measures for improvement. It suggested that WestWorld management develop a sliding scale for discounting facility rates and explore options for offering all-inclusive facility fees for contracted events. Additionally, it advised conducting a comprehensive RV rate analysis to determine if additional fees are necessary and using full-cost calculations when setting facility rates and fees.
Furthermore, the audit identified opportunities to enhance monitoring of facility use, marketing efforts, billing processes, and RV operations. Recommendations included reporting facility utilization as a percentage of available capacity, implementing technology systems to manage facility operations and event scheduling, streamlining billing procedures, ensuring contract terms are enforced, and updating the WestWorld website to improve customer service.
Management has agreed with these findings and stated that they have already started making improvements.
