Scottsdale asks governor to veto bill affecting local zoning rights

The city of Scottsdale has called on Governor Katie Hobbs to veto Senate Bill 1543, which was passed by the Legislature on April 15. The legislation, known as the "Axon Bill," would alter the process through which Arizona residents can challenge City Council zoning decisions, impacting Scottsdale and similar communities.

According to Scottsdale's communication to Governor Hobbs, the bill threatens "local democracy" by stripping authority from local governments. The letter stated, "It preempts the authority of local governments - elected by and accountable to their communities - to make decisions about planning, zoning, and development. By removing these decisions from the hands of local residents and their representatives, this legislation bypasses the democratic process and sets a dangerous precedent."

In the background of the bill's context, Axon's new corporate headquarters was initially approved by the Scottsdale City Council in 2020. Following this, the company proposed an expanded campus, which was approved in November 2024. This expanded proposal includes multifamily residential units, hotel rooms, and retail and restaurant space.

A petition with nearly 27,000 signatures sought to bring the expanded campus decision to a public vote, aiming to uphold a democratic process. However, Senate Bill 1543 would nullify the referendum effort, overriding previous zoning decisions.

In response, Scottsdale residents are encouraged to voice their thoughts to the Governor’s Office. The city is also exploring all possible measures to maintain zoning authority and protect residents’ rights.

Scottsdale is advocating for the governor's intervention, emphasizing the importance of local decision-making in zoning matters.
