City audit finds gaps in subcontractor compliance with E-Verify

The City Auditor’s Office has periodically audited selected city contractors’ compliance with the required use of the federal E-Verify system. State law mandates that every Arizona government entity entering into a service contract must conduct random verifications to ensure its contractors and their subcontractors comply with the E-Verify employment eligibility program.

The audit found that while the selected city contractors were using the E-Verify program for their workers, they need to ensure that their subcontractors are also in compliance. Two of the three subcontractors had not used E-Verify for the employees reviewed. One was not enrolled in the program when the selected employee was hired, and the other reported that their prior payroll processes did not include E-Verify.
