The City of Scottsdale has announced a public hearing regarding its proposed primary property tax levy. This hearing is part of the "Truth in Taxation" requirement by Arizona state law and will be published in the Arizona Republic on May 26, 2023, and June 3, 2023.
Scheduled for Tuesday, June 13, 2023, at 5 p.m., the hearing will take place at Scottsdale City Hall located at 3939 N. Drinkwater Blvd. The meeting will be accessible via Cox Cable Channel 11 and online streaming through ScottsdaleAZ.gov.
Scottsdale plans to increase its primary property tax levy by $2,274,290 due to tort liability claim payments and a statutory adjustment of two percent. This change will see the primary property tax rate rise from $0.4970 to $0.5150 per $100 of assessed valuation for Fiscal Year 2023/24.
Additionally, the secondary property tax levy is set to increase by $5.5 million because of savings from prior debt refinancing and an accumulated fund balance from FY 2022/23. The secondary tax rate will grow from $0.4101 to $0.4664 per $100 of assessed valuation.
Overall, the combined property tax rate for citizens in Fiscal Year 2023/24 is proposed to be $0.9814—an increase from last year's rate of $0.9071.
In Scottsdale, approximately ten cents of every dollar paid in property taxes goes directly to the city; the rest supports public schools, Maricopa County services, community colleges, and special taxing districts. Of that ten cents directed to the city, five cents fund voter-approved bond programs.
The total amount of property taxes paid depends on both the city's tax levy and the property's assessed valuation as determined by Maricopa County.

According to section 42-17107 of Arizona Revised Statutes: "Scottsdale is proposing an increase in primary property taxes of $2,274,290 or 6.24 percent." For instance: "the proposed tax increase will cause Scottsdale’s primary property taxes on a $100,000 home to be $51.50 (total proposed taxes including the tax increase). Without the proposed tax increase, the total taxes that would be owed on a $100,000 home would have been $48.47."
This proposal excludes increased primary property taxes received from new construction and changes related to voter-approved bonded indebtedness or budget overrides.
