Biennial audit finds city's development fees align with statutory requirements

In 2011, state legislation imposed specific requirements on municipalities regarding development impact fees. To meet these requirements, the City Auditor’s Office engaged Willdan Financial Services to conduct a biennial certified audit of the City's land use assumptions, infrastructure improvements plan, and development impact fees. This audit specifically pertains to the City's Water and Wastewater utilities and covers the period from July 1, 2020, through June 30, 2022.

The audit was not performed according to generally accepted auditing standards but was conducted in compliance with statutory audit requirements.

Willdan Financial Services concluded that the implementation of the City's development fees aligned with its plans and statutory obligations.
