When Scottsdale voters approved 58 bond projects in November 2019, the budgets were based on the best estimates available at that time. Since then, the global pandemic has significantly impacted city construction projects, resulting in increased costs.
Currently, 11 of the bond projects from 2019 are complete, and 20 more are underway without needing additional funding. However, the Fiscal Year 2023/24 Capital Improvement Program budget proposes using about $54 million in one-time funding to cover inflation costs for ten projects. This additional funding is sourced from unanticipated revenue above projections and savings from other areas.
Priority projects requiring extra funds include Thompson Peak Park Dog Park, a new fire station near Hayden Road and Loop 101, repairs to lakes and irrigation in Indian Bend Wash, an expansion of Via Linda Senior Center, and improvements to the 911 call center and city jail. These projects are expected to begin design or construction within the next year.
During the 2019 bond election, Scottsdale committed to voters that the secondary property tax rate would not increase beyond its level at that time to fund these new projects.
