In 2024, Scottsdale Medicaid providers billed $83,484,153 for services under the Temporary National Codes (Non-Medicare) group, according to the U.S. Department of Health and Human Services Medicaid Provider Spending database. This figure reflects an 11.7% rise from 2023, when the amount claimed for these services totaled $74,770,660.

Medicaid, a public insurance program managed by states with support from federal and state government funding, covers groups including low-income individuals and families, seniors, children, and people with disabilities. Its broad coverage makes it a key part of the U.S. health system.

Because taxpayer dollars finance Medicaid payments, shifts in local billing indicate how community health care resources are distributed.

The ā€œTemporary National Codes (Non-Medicare)ā€ group consists of Medicaid services identified by distinct types of care, categorized through standardized HCPCS and CPT code assignments. For this analysis, billing codes were grouped into single service categories by applying code prefixes and ranges, which ensures related services are tracked accurately over time and eliminates double counting.

While multiple Medicaid service categories in Scottsdale saw payment increases, Temporary National Codes (Non-Medicare) had the highest total Medicaid payments citywide for 2024.

At the state level, Temporary National Codes (Non-Medicare) ranked second in total Medicaid payments in Arizona for the year.

Between 2020 and 2024, Medicaid payments to the Temporary National Codes (Non-Medicare) group in Scottsdale rose by $27,754,334, an increase of 49.8%. Selected years, such as 2022 and 2020, saw substantial annual jumps.

Spending in the Temporary National Codes (Non-Medicare) group was not uniform across Scottsdale. In 2024, the largest amounts were billed in a few ZIP codes: 85254 saw $31,549,740; 85253 accounted for $13,443,349; and 85258 received $12,963,849. These three ZIP codes together represented 69.4% of all Medicaid payments for Temporary National Codes (Non-Medicare) within the city for the year.

By comparison, the 11.7% growth in Scottsdale’s Temporary National Codes (Non-Medicare) Medicaid payments between 2024 and 2023 exceeded the 9.7% gain seen across all Medicaid categories in the city over the same period.

According to the Centers for Medicare & Medicaid Services, total Medicaid expenditures from federal and state sources hit about $871.7 billion in fiscal year 2023—approximately 18% of total U.S. health spending—up from roughly $613.5 billion in 2019, before the COVID-19 pandemic.

This growth, totaling some 40% in a short period, reflects expansion in both enrollment and use of services through and following the pandemic.

Recent major federal budget laws signed by the Trump administration contained proposals to cut and restructure federal Medicaid funding. The ā€œOne Big Beautiful Bill Act,ā€ made law in 2025, is seen as cutting more than $1 trillion in federal Medicaid dollars over 10 years. It introduces changes such as work requirements and increased beneficiary cost sharing, anticipating limits on coverage and funding for some recipients. States are expected to bear a greater share of costs, potentially slowing federal funding growth even as the program remains central to the health coverage of millions.
