Scottsdale launches SPUR portal to streamline permitting and city approvals

Scottsdale officials announced on Mar. 18 the launch of the Scottsdale SPUR (Smart Planning, Use and Regulations) portal, a new online platform aimed at simplifying how residents, businesses, and developers obtain permits, planning approvals, and other city services.

The introduction of the SPUR portal is intended to modernize the city’s approach to planning, zoning, permitting, inspections, special events, and code enforcement by replacing three legacy software systems that had been in use for more than three decades. The $2.9 million project was approved by voters as part of the 2019 Bond program.

The new system provides a single integrated platform connecting multiple city departments. It allows users to submit applications, upload plans, make payments, and track project status online. Erin Perreault, senior director of Planning and Development Services, said: “Scottsdale SPUR is an intuitive portal that improves communication between departmental systems, increasing operational efficiency and enhancing our customers’ experiences.”

Tyler Technologies was selected as the vendor after a competitive evaluation process led by a cross-departmental team with support from consultant Berry Dunn McNeil & Parker LLC. The city entered into a 10-year contract with Tyler Technologies in June 2024. Since then, staff have worked closely with the vendor to build and customize the system through extensive testing and training.

All new plan and permit applications are now processed through the SPUR portal. Users can access it via ScottsdaleAZ.gov by searching for “Scottsdale SPUR” to create an account.

Scottsdale has long attracted artists, writers, and health seekers while fostering Western heritage and cultural activities as outlined on its official history page. The city features various departments and boards as well as recreational spaces like parks and golf courses in Indian Bend Wash according to its organizational chart. Scottsdale ranked among the top 15 safest U.S. cities with populations over 100,000 as reported on its recognition page.

By 2000, Scottsdale’s population exceeded 202,000 residents across about 185 square miles according to its official history page. The city operates under a council-manager government structure where legislative authority rests with the council according to its official website. Known as ‘The West’s Most Western Town,’ Scottsdale embraces its ranching roots alongside tourism appeal per its official history page.

Looking ahead, officials expect that integrating digital tools like SPUR will continue improving service delivery for residents while supporting growth in line with Scottsdale’s historic character.
