New ordinances concerning e-bike safety and regulations will take effect in Scottsdale on July 31, 2025. The Scottsdale City Council approved these measures on July 1, 2025, with the aim of improving safety for e-bike users under the age of 16 and providing educational guidelines for those purchasing e-bikes in the city.

The new rules include several key provisions. Scottsdale Revised Code 17-77.1 prohibits individuals under 16 from operating class 3 e-bikes or similar devices that can reach speeds of at least 21 MPH, as well as electric motorcycles on city property. Additionally, electric motorcycles must be titled and registered with the State of Arizona to be used on city roadways. Violations are classified as civil traffic offenses with a minimum fine of $100.

Scottsdale Revised Code 17-77.2 mandates that businesses selling class 3 e-bikes or electric motorcycles display a notice stating that use by those under age 16 is prohibited. Sellers are also required to provide buyers with educational materials produced by the City of Scottsdale at the time of sale to ensure proper understanding of legal usage before and after purchase. Non-compliance results in a petty offense with a minimum fine of $100.

Furthermore, Scottsdale Revised Code 17-77.3 requires sellers to place a permanent sticker in an easily visible location on class 3 e-bikes for identification purposes; removing this sticker is illegal. Violations incur a petty offense charge and a minimum fine of $100.

These ordinances aim to enhance safety for riders and inform parents about appropriate devices for their children based on age requirements and traffic laws. The Scottsdale Police Department will distribute educational materials through schools for parents’ access.

This initiative was led by collaboration between the city manager, city council, and various departments within the city focusing on education, outreach, and enforcement efforts.
