Scottsdale City Council unanimously approves WestWorld Strategic Plan for economic growth

The Scottsdale City Council approved the WestWorld Strategic Plan in a unanimous vote on March 24, according to an April 1 announcement. The plan sets a new direction for the nearly 400-acre WestWorld facility, aiming to strengthen its role as a major event venue and economic driver for the city.

The approval, delivered through Resolution No. 13587, establishes a multi-year strategy focused on operational excellence and competitiveness in attracting regional and national events. Mayor Lisa Borowsky said the decision demonstrates the council’s commitment to enhancing one of Scottsdale’s key public assets.

“WestWorld is not only a signature venue for Scottsdale, but also a vital driver of tourism, business activity and community identity,” Borowsky said following approval of the strategic plan. “This plan sets the standard for how we will steward the facility, compete for the best events in the country and ensure our residents and visitors continue to benefit from all WestWorld brings to our city.”

The strategic plan outlines four main priorities through 2031: competing for top-tier events by aligning programming with economic goals; strengthening internal organization; expanding community outreach and regional partnerships; and planning capital improvements with risk mitigation strategies.

Borowsky said that adopting this approach positions Scottsdale to succeed amid increasing competition. “Scottsdale is rising to meet the moment,” she said. “By adopting this plan, we’re ensuring WestWorld continues to evolve with intention — protecting its equestrian heritage, expanding its economic impact and elevating the quality of experiences we offer to residents, producers and guests from around the world.”

A study conducted in 2024 estimated that WestWorld generated about $164 million annually in regional economic impact along with $4.8 million in local tax revenue that year. The venue hosts around 80 equestrian and special events each year including major gatherings such as Barrett-Jackson Collector Car Auction.

Borowsky has supported community service initiatives benefiting children, older adults, and underprivileged youth through board roles according to the official website. Her office has emphasized resident engagement through updates and reports according to the official website. She served as mayor of Scottsdale according to the official website after previously serving on city council from 2008-2012 where she advocated fiscal conservatism according to the official website. Borowsky has been a lifelong resident of Scottsdale according to the official website.

Looking ahead, Borowsky said city staff will integrate measurable benchmarks into ongoing operations with annual reviews planned along with an update scheduled by 2029.
