Scottsdale City Council approves agreement for Axon international headquarters campus

The Scottsdale City Council has approved a Memorandum of Understanding (MOU) with Axon Enterprise, Inc., moving forward plans for the company’s expanded international headquarters in the city. The decision came after a 4–3 vote during a special meeting held on November 17.

The agreement allows Axon to develop a multi-phase campus that will include a new office headquarters, a manufacturing facility, hotel and commercial space, and supportive multi-family housing. The residential component was reduced from an earlier proposal of 1,882 units to 1,200 units, now split between 600 apartments and 600 condominiums.

As part of the deal, Axon is required to construct infrastructure improvements such as road upgrades, water and sewer enhancements, a public dog park, and a one-mile pedestrian and bicycle trail surrounding the campus. In addition, Scottsdale will receive five years of no-cost access to a Real-Time Crime Center from Axon. This system provides advanced video surveillance, mapping tools, and analytics to assist local public safety efforts.

During the same meeting, council members voted by similar margins to adopt several related measures. These included creating a new permitting process that allows qualified architects and engineers to self-certify building plans for large headquarters projects. The ordinance maintains city oversight through audits and enforcement authority.

The council also repealed the zoning ordinance adopted in 2024 for the site, reverting it to its previous zoning designation.

Authorization was given for potential legal action tied to ongoing litigation—specifically in the case Taxpayers Against Awful Apartment Zoning Exemptions v. State of Arizona, City of Scottsdale—if Axon does not sign the MOU by close of business on November 19.

“Scottsdale remains committed to transparent communication and continued engagement with residents as the project progresses,” according to city officials.
