Pamela Carter, a Republican representing Arizona’s 4th House District since 2025, announced via social media the recent passage and signing of two bills addressing online safety for minors.

On April 14, 2026, Carter posted that “HB 2666 is signed into law, upgrading adult-on-teen sexual extortion to a class 2 felony and requiring consecutive sentencing. ‘Adults are using social media to trap teenagers, demand explicit images, then threaten to expose them…’ ‘We are putting predators on notice and https://t.co/d3xbp5jvyM”.

Two days later, on April 16, Carter shared a link without additional commentary: “https://t.co/WKh5lXU5E0”.

Later the same day, she posted about another legislative measure: “Bill introduced by LD4 Rep. Pam Carter is named Cade’s Law in honor of 16-year-old Cade Keller. HB2665 gives prosecutors the authority to charge adults who use targeted online messages to advise or encourage a minor to die by suicide. https://t.co/WKh5lXTxOs”.

Carter was elected in 2025 as the state representative for Arizona’s 4th House District after replacing Laura Terech. Both pieces of legislation reflect ongoing efforts within the Arizona legislature to address digital threats facing minors and provide law enforcement with expanded prosecutorial tools.
