Scottsdale Mayor Lisa Borowsky, a practicing attorney, spoke at the Scottsdale Bar Association on March 10, delivering a presentation titled “A Year in Review: Legal Updates from the City of Scottsdale,” according to an April 3 announcement. Her remarks covered how the city responds to rapid growth, political pressures, and changing public safety needs.

Borowsky’s talk highlighted the importance of vigilance in city governance. She said, “We don’t wait for problems to grow, or for gaps to widen. Our vigilance is part of what keeps Scottsdale strong, safe, and resilient.” The mayor outlined several new ordinances passed by the City Council over the past year that addressed issues such as e-bike safety for youth, restrictions on standing on medians with fast-moving traffic, and updates to smoking regulations following input from local high school students.

The mayor emphasized that every ordinance undergoes a thorough process before being adopted. “If it makes the agenda, it earned its way there,” Borowsky said. “Someone championed it. Staff vetted it. Legal cleared it. The public saw it.”

Borowsky also discussed how state legislation can affect local decision-making by referencing Senate Bill 1543—the “Axon Bill”—which limited municipal regulatory power over certain developments. Rather than pursue costly litigation with uncertain outcomes after this law was passed by the Arizona Legislature, she negotiated directly with Axon to reach a compromise that capped new apartment units and protected condo conversions in Scottsdale developments.

Borowsky has supported community service initiatives for children and older adults through board roles according to the official website.
