Scottsdale Mayor Lisa Borowsky has commended the city’s Police Department Human Exploitation and Trafficking Unit (HEAT) after a multi-agency operation led to 173 arrests related to sex buying, child predation, human trafficking, and similar offenses.
According to Scottsdale Police officials, the HEAT unit conducted an enforcement effort from January 21 to February 14 focused on identifying and apprehending individuals involved in the sex trade, child exploitation, and human trafficking. The operation used decoy-based investigative methods; police emphasized that no actual children were used or placed at risk during these efforts.
Mayor Borowsky stated that these results highlight the department’s commitment to protecting vulnerable people and maintaining safety in Scottsdale. “Scottsdale will not tolerate exploitation of any kind. We are a top-tier tourist destination. We welcome the tourists, not the traffickers. If you attempt to prey on the vulnerable here, you will not succeed, and you will not remain anonymous,” she said during a press conference on February 26 at Scottsdale Police Headquarters.
She added: “This was smart, proactive policing. Victims identified during this operation were connected to meaningful support services, including advocacy and counseling. We are firm with offenders and compassionate toward survivors.”
Investigations resulting from this initiative have led to various charges against those arrested.
The mayor noted that the scale of collaboration among law enforcement agencies reflects a unified regional approach against exploitation. Agencies participating included several local police departments as well as county sheriff’s offices and prosecutors’ offices.
“Protecting public safety was a cornerstone of my platform, and it remains a top priority today. This operation demonstrates that we are delivering on that commitment, and nothing will block our efforts to safeguard the residents of Scottsdale,” Borowsky said. “As a mom, protecting this community is personal to me. Scottsdale is one of the safest communities in the nation because we act, and we act decisively. That is something our community should be proud of.”
Borowsky has also supported service initiatives for children, older adults, and underprivileged youth through board roles according to her official website. Her office emphasizes resident engagement through regular updates and reports (source).
