Mayor Borowsky commends work of citizen budget commission to protect Scottsdale’s long-term financial strength

Scottsdale Mayor Lisa Borowsky praised the Budget Review Commission’s efforts on May 16 following its review of the city’s financial outlook, proposed fiscal year 2026-27 budget, and capital planning priorities.

The commission shared its recommendations at a City Council work study on May 5 after months spent examining Scottsdale’s operating budget, capital improvement plan, revenue forecasts, and overall fiscal trends. The recommendations are intended to support long-term financial planning, increase transparency, and ensure the city is prepared for future needs.

“The Budget Review Commission has provided thoughtful, independent analysis that will help inform our policy decisions and long-term financial planning,” Mayor Borowsky said. “I want to thank the commissioners for the time, expertise and commitment they devoted to this important work on behalf of our residents.”

Key recommendations from the commission included further reviews of long-term operating expenses, revenue forecasting methods, and maintaining a structurally balanced budget as economic conditions change. Councilmembers also asked for more evaluation of major capital projects—especially those approved under the city’s 2019 bond program—to determine if they still align with community priorities.

Other areas identified for future study include Scottsdale’s sales tax structure and the outlook for the voter-approved 2004 Preserve tax in relation to future capital spending. The advisory body spent several months reviewing data before presenting its findings. During the session, City Council supported ongoing commission work and requested a resolution recognizing its contributions.

City staff were directed to provide additional analysis as part of continued efforts to strengthen Scottsdale’s fiscal position. “The next phase of this process is about careful planning, responsible stewardship, and making sure Scottsdale remains financially strong for years to come while honoring voter intent,” Borowsky said. “Transparency and data-driven decision-making will continue to guide that effort.”

Borowsky has served as mayor of Scottsdale after previously serving on City Council from 2008 to 2012 where she advocated for fiscal conservatism and budget improvements; she has also maintained lifelong residency in Scottsdale according to the official website.
