HR 2002, introduced by Representative David Livingston, affirms the biblical, historical, and legal connections of the Jewish people to Judea and Samaria. The resolution references foundational events from Scripture, principles of international law, and the strategic role these regions play in Israel’s national defense. It also rejects the use of the term “West Bank,” describing it as terminology imposed during Jordan’s occupation from 1948 to 1967.
Representative Livingston is a founding member of the National Association of Christian Lawmakers. He visited Israel last November with an NACL delegation, which influenced his decision to introduce this measure.
“Judea and Samaria are not abstractions. They are the center of Jewish history, faith, and national identity,” Representative Livingston said. “Language matters. When governments adopt terminology meant to sever Jewish ties to the land, they choose politics over truth. HR 2002 affirms history, Scripture, and the values that shaped both Western civilization and the United States.”
The resolution highlights Judea and Samaria’s importance for Israel’s security as well as U.S. interests in preventing terrorist-controlled territories in the Middle East.
HR 2002 urges Arizona officials to use what it calls accurate terminology in all state communications and states support for Israel’s sovereignty over Judea and Samaria.
